The unanimous Declaration of Self Determination of the people of the Free Territory of Trieste

When in the Course of human events, it becomes necessary for one people to Determine their own destiny, and to assume among the powers of the earth, the separate and equal station to which the Laws of Nature and of Nature’s God entitle them, a decent respect to the opinions of mankind requires that they should declare the causes which impel them to their self determination.
We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty, the pursuit of Happiness and Self Defense of their properties.–That to secure these rights, Governments are instituted among Men, deriving their just powers only from the consent of the governed, –That whenever any Form of Governance and/or Administration whom assumes powers without the consent of the governed, it is the Right of the People to be free of it, and to institute their Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to affect their Safety and Happiness.

History has shown, indeed, that mankind are more disposed to suffer, while evils are sufferable, than to right themselves by abolishing the forms to which they are accustomed. But when a long train of abuses and usurpations, pursuing invariably the same Object evinces a design to reduce them under absolute Tyranny, it is their right, it is their duty, to throw off such Governance and/or Administration, and to provide new Guards for their future security.–Such has been the patient sufferance of the people of the Free Territory of Trieste; and such is now the necessity which constrains them to constitute their own Systems of Government. The history of the present administration of Italy, Slovenia and Croatia is a history of repeated injuries and usurpations. The history of tolerance of these facts by the United Nations and the unwillingness of the signatories of the Paris Peace Accord of 1947 to abrogate their own responsibilities all is having in direct and indirect object the establishment of an absolute Tyranny over this Territory. To prove this, let Facts be submitted to a candid world.

They have refused to acknowledge the existence of Free Territory of Trieste as an Independent and separate Country, and denied their citizenship and the right of self Government and law the most wholesome and necessary for the public good.

They have usurped the Temporary Administration of this Territory, by establishing their own illegal Sovereignty, and indeed have illegally agreed to the Treaty of Osimo without approval of the People of the Territory.

They have made unelected Judges that administer foreign Laws.

They have erected a multitude of New Offices, and sent hither swarms of their own citizens foreign to this Territory to harass our people, and eat out their substance.

They have kept among us, in times of peace, Standing Armies and State Police without the Consent of our people and in contravention to International agreed Treaties.

They have combined with others to subject us to a jurisdiction foreign to our Territory, and unacknowledged by our people; giving their Assent to their Acts of pretended Legislation:
– For cutting off our Trade with all parts of the world:
– For imposing Taxes on us without our Consent:
– For depriving us, of the benefits of Trial by Jury:
– For transporting us beyond our borders to be tried for pretended offences.
– For taking the Income of the Territory by levy and Taxation to pay for their own National Debt and of that of the EU whom the Free Territory of Trieste has not made nor probably shall made any demand to annexation.
– For establishing their own Legislature instead of a free System of English Law, establishing therein an Arbitrary government, and enlarging its Boundaries so as to render it at once an example and fit instrument to treat us as Subjetcs:
– For taking away our rights as instituted by the Paris Peace Treaty of 1947, abolishing our most valuable Laws, and altering fundamentally any Forms of Local Governments:
– For not allowing our own Legislatures, and declaring themselves invested with power to legislate for us in all cases whatsoever.

They have plundered our ports, ravaged our industries, removed any instance of our history, and destroyed the lives of our people.

They have removed our own Police Force and transported large Armies and of their own to complete the works of occupation, desolation and tyranny One totally unworthy of civilized nations.

They have excited domestic insurrections amongst us in 1953, and have endeavored to bring on the inhabitants of our frontiers, to colonize us and assume position of power and authority in our own Cities and further have abolished our own Province and illegally made us part of a foreign region.

They have forced our people to lose their properties and jobs forcing them to leave and migrate to other countries to seek better lives; while importing migrants with foreign culture into our own society with the intent of ethnically reducing us to minorities and with the long term intent of ethnic cleansing.
In every stage of these Oppressions We have Petitioned for Redress in the most humble terms: Our repeated Petitions have been answered only by repeated injury. Governments whose character are thus marked by every act which may define Tyrannicals, are unfit to be the ruler of a free people.

They have taxed our income by taking portions in arbitrarily setting percentages of our own income, thus been in control of 100% of our lives. Owning our lives and thus establishing this as a form of Slavery.
We have warned them from time to time of attempts by their legislature to extend an unwarrantable jurisdiction over us. We have reminded them of the circumstances of our lives.

We have appealed to their sense of justice and magnanimity, and we have conjured them by the ties of our common humanity to disavow these usurpations, which would inevitably interrupt our connections and correspondence. They too have been deaf to the voice of justice and of consanguinity. We must, therefore, acquiesce in the necessity, which denounces our total civil disobedience, and hold them, as we hold the rest of mankind, Enemies in War, in Peace Friends.

We reserve the right to earn our own Freedom from the Slavery of Taxation, from the Slavery of other Countries imposing on us the limits of our own borders, the right to have our own Citizenship, who can or cannot migrate here and recognition of our own language customs and culture.

We, therefore, the Representatives of the People of the Free Territory of Trieste, in General Congress, Assembled, appealing to God, the Supreme Judge, for the rectitude of our intentions, do, in the Name, and by Authority of the good People of this Territory, solemnly publish and declare, That the People of Free Territory of Trieste are of Right ought to be Free and Independent States; that they are Absolved from all forced Allegiance to any country and that all political connection between them and the rest of the World, is and ought to be totally dissolved; and that as Free and Independent Country, they have full Power to Self Determination, conclude Treaties, contract Alliances, establish Commerce, and to do all other Acts and Things which Independent Country may of right do. And for the support of this Declaration, with a firm reliance on the protection of divine Providence, we mutually pledge to each other our Lives, our Fortunes and our sacred Honor.

L’unanime Dichiarazione di Autodeterminazione del popolo del Territorio Libero di Trieste

Quando nel corso delle vicende umane si rende necessario che un popolo determini il proprio destino, e assuma – tra le potenze della terra – lo stadio di entita’ indipendente edeguale cui le Leggi Naturali e di Natura di Dio le spettano, si reputa necessario che il popolo dichiari le cause che li spingono, al fine di determinare la loro dignita’, il rispetto per le opinioni e la loro autodeterminazione.
Riteniamo che queste verità siano ovvie, e che tutti gli uomini sono creati uguali e che sono dotati dal loro Creatore di diritti inalienabili. Tra questi diritti vengono inclusi la Vita, la Libertà, la ricerca della Felicità e l’Autodifesa delle loro proprietà. Per garantire questi diritti nel mondo, e con il consenso dei popoli coinvolti, sono stati istituiti i Governi democratici. E’ il Diritto del Popolo di esserne libero e di istituire il proprio governo, ponendo le sue fondamenta su tali principi e organizzando i suoi poteri in tale forma che provveda a garantire sicurezza, liberta’, felicità e sviluppo.
La storia ha dimostrato infatti che l’umanità è più disposta a soffrire, mentre i mali sono sopportabili, che a raddrizzarsi abolendo le forme cui è abituata. Ma quando una lunga serie di abusi e usurpazioni, perseguendo invariabilmente gli stessi obiettivi, manifesta il disegno di ridurli sotto la tirannia assoluta, è diritto e dovere dei cittadinin di intervenire per il loro futuro. Tale è stata la paziente sofferenza della gente del Territorio Libero di Trieste, e tale è ora la necessità che li costringe a costituire i propri sistemi di Governo. La storia dell’attuale amministrazione di Italia, Slovenia e Croazia è una storia di ripetuti infortuni e usurpazioni. La storia di tolleranza di questi fatti da parte delle Nazioni Unite e la riluttanza dei firmatari dell’Accordo di Pace di Parigi del 1947 ad abrogare le proprie responsabilità ha come oggetto diretto e indiretto l’instaurazione di un’occupazione assoluta di un Territorio Libero. Per dimostrarlo sono evidenti fatti e documenti ufficiali.

Hanno rifiutato di riconoscere l’esistenza del Territorio Libero di Trieste come Territorio indipendente e separato, e negato alla cittadinanza, al diritto all’autogoverno e al diritto quanto più sano e necessario per il bene pubblico e per lo sviluppo del territorio e dei cittadini.

Hanno usurpato l’Amministrazione Temporanea di questo Territorio, stabilendo una propria illegittima sovranità, e anzi hanno aderito illegalmente al Trattato di Osimo senza l’approvazione del Popolo del Territorio.

Hanno nominato giudici non eletti che amministrano leggi straniere.

Hanno istituito una moltitudine di nuovi uffici e hanno inviato i propri cittadini stranieri nel Territorio al fine di forzare la sostituzione della popolazione e divorare le loro sostanze.

Hanno mantenuto sul territorio, in tempo di pace, eserciti permanenti e polizia del loro stato senza il consenso del nostro popolo e in contravvenzione ai trattati internazionali concordati.

Si sono uniti ad altri per assoggettarci a giurisdizioni straniere al nostro Territorio e non riconosciute dal nostro popolo; dando il loro assenso ai loro atti di pretesa legislazione al fine di:
– tagliare il nostro commercio con tutte le parti del mondo:
– imporci tasse senza il nostro consenso
– privarci dei vantaggi del Processo con giuria:
– estradarci per processarci per presunti reati.
– Prelevare il Reddito del Territorio mediante imposte estere al fine di pagare il proprio Debito Nazionale e di quello dell’Unione Europea a cui il territorio Libero di Trieste non ha mai avanzato né verosimilmente dovrà avanzare alcuna richiesta di annessione.
– Stabilire una propria legislatura invece di un libero sistema di diritto inglese, come precedentemente avviato, stabilendovi un governo arbitrario e ampliando i loro confini in modo da renderlo allo stesso tempo un esempio e uno strumento adatto a trattarci come sudditi.
– Toglierci i nostri diritti istituiti dal Trattato di Pace di Parigi del 1947, abolendo le nostre leggi più preziose e alterando fondamentalmente qualsiasi forma di governo locali
– Non permettere alle nostre stesse istituzioni di operare dichiarandosi investiti del potere di legiferare per noi

Hanno saccheggiato i nostri porti, devastato le nostre industrie, rimosso ogni istanza della nostra storia e distrutto le vite della nostra gente.

Hanno rimosso le nostre Forze di Polizia locali e trasferito i loro eserciti sul territorio per completare l’opera di occupazione, desolazione e tirannia del tutto indegna di nazioni civili.

Hanno fomentato insurrezioni interne nel 1953 immettendo i lroo cittadini nel territorio al fine di creare tensioni, con lo scopo di colonizzarci e di assumere posizioni di potere e autorità nelle nostre stesse città. Inoltre hanno abolito la nostra stessa provincia e ci hanno resi illegalmente parte di istituzioni straniere.

Hanno costretto la nostra gente a perdere le proprietà ed il lavoro, costringendoli a partire e migrare in altri paesi per cercare una vita migliore. Allo stesso tempo hanno importato migranti con cultura straniera nella nostra stessa società con l’intento di ridurci etnicamente a minoranze e con l’intento di una pulizia etnica a lungo termine.
In ogni fase di queste oppressioni abbiamo chiesto aiuto: alle nostre ripetute petizioni è stata data risposta solo con ripetute offese o sono rimaste senza risposta. I governi il cui carattere è così segnato da azioni tiranniche non sono adatti a governare un popolo libero.

Hanno tassato il nostro reddito prelevandone porzioni alla fonte, controllando così il 100% delle nostre vite, stabilendo una indiretta forma di schiavitù.

Li abbiamo avvisati di volta in volta relativamente alle azioni da parte del loro legislatore di estendere su di noi una giurisdizione ingiustificabile. Abbiamo ricordato loro le circostanze dell’esistenza del Territorio Libero. Abbiamo fatto appello al loro senso di giustizia e magnanimità e abbiamo ricordato loro la necessita’ di terminare e sconfessare queste usurpazioni che inevitabilmente interrompono i nostri diritti. Loro sono stati sordi alla voce della giustizia e della consanguineità. Dobbiamo, quindi, acconsentire alla necessità che denuncia la nostra totale disobbedienza civile, e ritenerli allo stesso modo del resto dell’umanità, Nemici in Guerra, in Pace, Amici.

Ci riserviamo quindi il diritto di riconquistare la nostra Libertà dalla schiavitù della fiscalita’ estera, dalla schiavitù imposta da altri paesi entro i limiti dei nostri confini. Ci riserviamo il diritto ad avere la nostra Cittadinanza, il controllo dei nostri confini ed il riconoscimento dei nostri costumi e culture linguistiche.

Noi, Rappresentanti del Popolo del Territorio Libero di Trieste, riuniti in un’Assemblea Generale, appellando a Dio, Giudice Supremo, per la rettitudine delle nostre intenzioni, in Nome e per Autorità del Popolo di questo Territorio, solennemente pubblichiamo e dichiariamo che il Popolo del Territorio Libero di Trieste è di Diritto Libero ed Indipendente; che i suoi cittadini sono assolti da ogni fedeltà forzata a qualsiasi paese, che ogni connessione politica tra loro e il resto del mondo è e dovrebbe essere totalmente dissolta, e che come Paese Libero e Indipendente, i suoi cittadini hanno pieno Potere di Autodeterminazione, di concludere Trattati, di contrarre Alleanze, di stabilire il Commercio, e di compiere tutti gli altri Atti e Cose che un Paese Indipendente può giustamente fare. E per il sostegno di questa Dichiarazione, con un fermo affidamento alla protezione della divina Provvidenza, impegniamo reciprocamente le nostre vite, le nostre fortune e il nostro sacro onore.
